I want to restart my ipad and I want to know if it will erase everything and be as new?
If by restart, do you mean restore? If you mean restore, then yes, everything will be erased.
Go to settings>general>reset and it will completely erase everything and it will behave as if you just bought it.

No, an ipad is made to save. The only way to delete apps is to drag them to the trash file. So you can restart it
If you restart then it will only restart but if you want to restore then it will either restore the whole device or use one of your backups and restore it to that.
Factory reset is a option on all tablets to restore it like when you first brought it erase all the apps you install and leave the preinstall ones on the tablet
